Monitoring Committee – the main monitoring institution of the SPD implementation. The Committee is formed according to the principle of partnership by including the representatives of government authorities and non-governmental organisations. Normally, representatives of the European Commission also take part in meetings of the Monitoring Committee.
In accordance with Article 35 of the Council Regulation (EC) No. 1260/1999 laying down general provisions on the Structural Funds, the Monitoring Committee shall be set up no more than three months after the approval of the SPD and shall carry out the following (and other) functions:
- confirm or adjust the SPD Complement;
- consider and approve the criteria for selecting the operations financed under each measure within six months of approval of the SPD;
- periodically review progress made towards achieving the specific objectives of the assistance;
- examine the results of implementation, particularly achievement of the targets set for the different measures;
- consider and approve the annual and final implementation reports before they are sent to the Commission;
- consider and approve any proposal to amend the contents of the Commission decision on the contribution to the Funds;
- it may in any event propose to the managing authority any adjustment or review of the assistance likely to make possible the attainment of the objectives of the Structural Funds or to improve the management of assistance, including in respect of financial management (any adjustment to the assistance shall be made in accordance with Article 34(3) of the aforementioned Regulation);
- carry out periodic progress evaluations. Period progress evaluation shall be carried out once a year by drawing up the annual implementation report. Where the Monitoring Committee believes it necessary or desirable, periodic progress evaluation can be undertaken at shorter intervals.
Composition of the SPD Monitoring Committee
Following an official approval of the Single Programming Document of Lithuania for 2004-2006 by the European Commission and the Government of the Republic of Lithuania, the institutional composition of the standing SPD Monitoring Committee has been approved by the Government Resolution No. 950 of 11 August 2004 “On establishment of the Monitoring Committee for monitoring the implementation of the Single Programming Document of Lithuania for 2004-2006” (Official Gazette Žinios, 2004, No.128-4598).

The personal composition of the Committee was approved by the
Order of the Minister of Finance No. 1K-309 of 13 September 2004 “On personal
composition of the Monitoring Committee for monitoring the implementation of
the Single Programming Document of Lithuania for 2004-2006”, as amended by the
Order of the Minister of Finance No. 1K-034 of 31 January 2005, Order No.
1K-125 of 27 April 2005, Order No. 1K-264 of 21 July 2006, Order No. 1K-371 of
15 November 2006 and Order No. 1K-359 of 4 December 2006). |
The Provisional Monitoring Committee functioned prior to the approval of the SPD. Its institutional composition was approved by the Government Resolution No. 1476 of 27 November 2003 “On establishment of the Provisional Monitoring Committee for monitoring the implementation of the Single Programming Document of Lithuania for 2004-2006” (Official Gazette Žinios, 2003, No.113-5068). The personal composition of the Committee was approved by the Order of the Minister of Finance No. 1K-302 of 18 December 2003 “On personal composition of the Provisional Monitoring Committee for monitoring the implementation of the Single Programming Document of Lithuania for 2004-2006”.
Meetings and resolution of the SPD Monitoring Committee
The first meeting of the Provisional Monitoring Committee for monitoring the implementation of the Single Programming Document of Lithuania for 2004-2006 took place on 5 February 2004 and resolved to approve the SPD Complement as well as the direct disbursement amounts. The second meeting of the Provisional Monitoring Committee for monitoring the implementation of the Single Programming Document of Lithuania for 2004-2006 was held on 26 May 2004. Upon the resolution of the Committee, the SPD Complement was revised according to the proposals made by institutions.
The Standing Monitoring Committee for monitoring the implementation of the Single Programming Document of Lithuania for 2004-2006 convened for the first time on 15 September 2004. Resolutions of the SPD Monitoring Committee are available in the Lithuanian version of the website.
